Portfolio Management

Speaker: Khalid Ahmad Khan, PMP

Khalid has over 22 years of Policy, Project Management and IT consulting experience. He has worked in setting up Project Management Offices, project management services, systems integration, public sector policy development and infrastructure development projects both in the public and private sectors. Khalid was the lead project management consultant on key public sector registration projects including the Computerized National Identity Card (NADRA), Computerized Electoral Rolls (Elections Commission of Pakistan) and Machine Readable Passports (NADRA/Ministry of Interior). From 2003 to 2007 he has led government efforts for the introduction of Earned Value Project Management in major public sector projects. This work resulted in the creation of a dedicated government department for planning and monitoring of major provincial projects – he served as the first Director General for the Directorate General Monitoring & Evaluation in the Planning & Development Department (Punjab Government). Using this model a number of PMOs were set to manage portfolio of infrastructure and reform projects worth over US$ 3 billion. Work done by the unit has been acknowledged within the government and by donor agencies in its impact on improving the delivery of major projects.
Khalid has played a leading role in the government reforms to improve efficiencies in public sector procurement. He is the author of Punjab Consultant Selection Guidelines (Sept 2006) and he was the lead author of Punjab Procurement Strategy, draft Standard Bidding Documents, draft Standard Consulting Agreement, and Monitoring & Evaluation Systems.

Khalid is an active member of the Project Management community and is a founding member of PMI Islamabad Chapter, and founding member/President of PMI Lahore Chapter. He has read papers on Project Management at Global PMI Congresses (Singapore, HK, Atlanta), contributed to PMI standards on Portfolio Management, PMBoK Extension for Government and served on the Global Advisory Council of the College of Performance Measurement. He was member of CoPAT for the PMI Global Congress in Melbourne (2010). He has lectured on Project Management at leading instructions including LUMS, NUST, UET, Pakistan Navy Engineering College, National Institute for Public Administration and National Management College. Khalid has a MS in Chemical Engineering from Northwestern University (USA) and BS in Chemical Engineering from KFUPM (Saudi Arabia) and is a certified Project Management Professional (PMP) from Project Management Institute.
