Public Sector Projects Case Study- Ashiana Housing Scheme

Public projects are planned, approved, executed and evaluated as per the directives of Planning Commission, Govt. of Pakistan. The project life of a public sector project includes inception, planning, approval, execution, close out and implementation. At origination stage feasibility study of the proposed project is conducted through PC-II which is approved by the competent forum. Once project is considered as feasible, PC-I of the project is prepared by the line department. PC-I is discussed in Pre-Provincial Development Working Party (PDWP) meeting convened by concerned sector member of Planning and Development board. On recommendation of pre-PDWP, PC-I is placed before PDWP for approval.

Land and Urban development in Punjab is under tremendous pressure from uncontrolled urban sprawl, deteriorating environment, deficiencies in basic services, shortages in the provision of housing, and absence of properly developed spaces for economic activity, industrial estates, technology parks and related infrastructure.
Deeply concerned about the continuing deterioration of shelter and human settlement especially for the low income group, the Government of Punjab responded to the challenge with immediate interventions in the areas of affordable housing.

Ashiana Housing Scheme was thus launched to provide affordable and decent adobe to the people who have desires but don’t have the resources to fulfill their basic needs of shelter.

In todays’ seminar, the first Ashiana Housing Project, launched in Lahore in 2011 will be presented as a case study, envisaging the project management techniques applied and knowledge areas with a view to draw pertinent lessons for all the stakeholders to plan, execute and monitor their projects more efficiently.

The speaker for the seminar is Lt. Col Arif Majeed Butt, (PMP)

Lieutenant Colonel (retired) Arif Majeed Butt is a certified Project Management Professional (PMP) from Project Management Institute, USA. With Bachelors in Civil Engineering from Military College of Engineering (1989), and Masters in English Literature (1997). He retired from Pakistan Army after having served for twenty one years in the Army Corps of Engineers.

He has memberships of Project Management Institute (PMI), Institute of Engineers (IE) and Pakistan Engineering Council (PEC). Have successfully completed the Planning & Scheduling with the project management software Primavera P3 and Primavera enterprise P5 / P6.

He has worked in Nigeria as a Project Manager in an Italian Construction Company for Nigerian Presidential Building Complex in Abuja and was also employed by Government of Punjab as an Evaluation Specialist for monitoring and evaluating their mega infrastructure projects.

He also headed the Project Management Office as Project Director for the construction of 17 story Arfa Software Technology Park. He has also been serving as Senior Manager, Project Coordination Cell & Engineering Department in Eden Housing Limited.

Presently he is working as Chief Engineer, Punjab Land Development Company in Government of Punjab.

He also held the portfolio of Director Professional Development, PMI Lahore Chapter, from year 2008 to 2013 and presently he is holding the post of Director Finance since 2014.
